We are writing to inform you that Bozic LLC and Parameter Climate are planning to form a joint venture to explore developing a new poultry insurance product under Section 508(h) of the Federal Crop Insurance Act. This initiative directly responds to the requirements outlined in the One Big Beautiful Bill Act, which was signed into law last week, to establish a Poultry Insurance Pilot Program to provide USDA-backed coverage for poultry producers.
Bozic LLC has a proven track record as a 508(h) submitter, successfully developing and managing three livestock insurance programs: Dairy Revenue Protection (DRP), Livestock Risk Protection (LRP), and Livestock Gross Margin (LGM). As the owner of the intellectual property rights for these programs, Bozic LLC has demonstrated expertise in creating innovative risk management solutions that protect agricultural producers against market volatility and other uncertainties.
Parameter Climate brings complementary strengths with its long-standing team expertise in modeling weather and climate risks. Founded in 2020, the company draws on nearly a century of combined experience among its team members in the weather risk management market, including over two decades in parametric risk transfer. Parameter Climate specializes in parametric climate and weather risk solutions, utilizing its state-of-the-art ClimateDelta analytics platform to analyze regional climate trends, extreme weather indices, and volatility for precise risk pricing and distribution. The company has served global corporations, public entities, insurers, and institutional investors, earning accolades such as Energy Risk’s Weather House of the Year in 2025 and 2024.
Through our cooperation, we aim to leverage Bozic LLC’s experience in federal crop insurance product development and management with Parameter Climate’s advanced capabilities in weather risk modeling to create a comprehensive poultry insurance product. This will address the emerging needs of the poultry industry, ensuring robust support for producers as mandated by the new legislation.
Similar to other livestock programs managed by Bozic LLC, we envision a dynamic, highly available program with a daily sales window, and coverage opportunities that span both near-term as well as long-term production cycles. Over the coming weeks, we plan to engage with industry stakeholders to learn more about the poultry sector and obtain information that will inform our design. We hope to submit the 522(b) concept proposal in October 2025, and the full 508(h) proposal in April 2026. If the product is approved in August 2026, we anticipate the insurance to be available to poultry farmers with the start of crop year 2028, on July 1, 2027.

Given the tight timelines, there is no time to lose. Stakeholder engagements have started today, and will continue over the next ten weeks. The deadline to file the 522(b) concept proposal is October 7, 2025.
